၁။ အကြမ်းဖက်စစ်ကောင်စီသည် (၂၀-၁၀-၂၀၂၂) ရက်နေ့တွင် စစ်ကိုင်းတိုင်းဒေသကြီး၊ ကသာ ခရိုင်၊ ဗန်းမောက်မြို့နယ်၊ မံယူးကြီးကျေးရွာရှိ ကိုယ်ထူကိုယ်ထ ပြည်သူ့ဆေးရုံကိုလည်း ကောင်း၊ (၂၁-၁၀-၂၀၂၂) ရက်နေ့တွင် ဗန်းမောက်မြို့နယ်၊ ကြောင်လည်ကျေးရွာရှိ ပြည်သူ့ ဆေးရုံ၊ ဝန်ထမ်းအိမ်ရာနှင့် ခန်းမတို့ကိုလည်းကောင်း တိုက်ပွဲဖြစ်ပွားမှု မရှိဘဲ တိုက်လေယာဉ် များဖြင့် ရည်ရွယ်ချက်ရှိရှိ ပစ်မှတ်ထား၍ ဗုံးကြဲ၊ ပစ်ခတ် တိုက်ခိုက်ခဲ့ကြောင်း သိရှိရသည်။

1. On 20th October 2022, the terrorist military council launched an airstrike on a public hospital in Man Yugyi village, Banmauk Township, Katha District, Sagaing Region and also on 21st October 2022, another airstrike was bombarded intentionally upon the public hospital, staff housing and assembly hall in Kyaung Lal village, Banmauk Township.

၂။ အကြမ်းဖက်စစ်ကောင်စီ၏ လေယာဉ်ဖြင့် ဗုံးကြဲ၊ ပစ်ခတ် တိုက်ခိုက်မှုများကြောင့် မံယူးကြီး ကျေးရွာတွင် ကိုယ်ထူကိုယ်ထ ပြည်သူ့ဆေးရုံတစ်ခုလုံး ရစရာမရှိအောင် ပျက်စီးဆုံးရှုံးခဲ့ရုံမျှ မက အပြစ်မဲ့ပြည်သူ ဒေါ်ခင်မာချို၊ အသက် (၄၅) နှစ် အသက်ဆုံးရှုံးခဲ့ရပြီး ကလေးငယ်များ အပါအဝင် အခြားပြည်သူ (၅) ဦးထက်မနည်း ထိခိုက်ဒဏ်ရာများ ရရှိခဲ့သည့်အပြင် နေအိမ် (၅) လုံးလည်း မီးလောင်ပျက်စီးခဲ့ကြောင်း ကနဦး သိရှိရသည်။ ထို့ပြင် ကြောင်လည်ကျေးရွာတွင် လည်း အကြမ်းဖက်စစ်ကောင်စီ၏ လေယာဉ်ဖြင့် ဗုံးကြဲ၊ ပစ်ခတ် တိုက်ခိုက်မှုများကြောင့် ပြည်သူ့ဆေးရုံ၊ ဝန်ထမ်းအိမ်ရာ၊ ခန်းမနှင့် နေအိမ်အချို့ မီးလောင်ပျက်စီးခဲ့ပြီး အပြစ်မဲ့ပြည်သူ တစ်ဦး သေဆုံးကာ အခြားပြည်သူ (၇) ဦးခန့် ထိခိုက်ဒဏ်ရာများ ရရှိခဲ့ကြောင်း ကနဦးသိရှိ ရသည်။

2. Because of those airstrikes and bombing attacks, a public hospital in Man Yugyi village was destroyed instantaneously, and killed one innocent woman named Daw Khin Mar Cho (45 year), and seriously injured at least five innocent civilians including children, and also destroyed five houses. In addition, the two military aircrafts also bombed the public hospital, staff housing and assembly hall in Kyaung Lal village, killing at least one person and injuring at least seven innocent civilians and destroyed and fired some houses.

၃။ (၁-၂-၂၀၂၁) ရက်နေ့တွင် အကြမ်းဖက်စစ်တပ်က အာဏာသိမ်းပြီးနောက်ပိုင်း အကြမ်းဖက် စစ်ကောင်စီသည် (၃၁-၈-၂၀၂၂) ရက်နေ့အထိ ကျန်းမာရေးလုပ်သား (၅၈) ဦးကို နှိပ်စက် သတ်ဖြတ်ခဲ့ပြီး ကျန်းမာရေးလုပ်သား (၇၀၀) ကျော်ကို ဖမ်းဆီးညှဉ်းပန်းခဲ့သည့်အပြင် ဆေးရုံ/ ဆေးခန်း (၅၀) ကျော်နှင့် လူနာတင်ယာဉ် (၄၀) ကျော်ကို တိုက်ခိုက်ဖျက်ဆီးခဲ့ကြောင်း တွေ့ရှိ ရပါသည်။ (https://insecurityinsight .org/country-pages/myanmar)

3. Since the coup from 1st February 2021 to 31st August 2022, the military junta has brutally killed (58) healthcare workers, arrested more than (700) healthcare workers and attacked and destroyed (40) ambulances and (50) health facilities. (https://insecurityinsight. org/country-pages/myanmar)

၄။ အကြမ်းဖက်စစ်ကောင်စီက ကျန်းမာရေးကဏ္ဍအပေါ် ရည်ရွယ်ချက်ရှိရှိ ပစ်မှတ်ထား၍ အကြမ်းဖက် တိုက်ခိုက်နေခြင်းသည် ဂျီနီဗာကွန်ဗန်းရှင်း (Geneva Conventions) နှင့် ကမ္ဘာ့ကုလသမဂ္ဂ လုံခြုံရေးကောင်စီဆုံးဖြတ်ချက် (၂၂၈၆) အပါအဝင် ပြည်တွင်းဥပဒေများနှင့် နိုင်ငံတကာ ဥပဒေများကို ပြောင်ပြောင်တင်းတင်း ချိုးဖောက်နေခြင်း ဖြစ်ပါသည်။

4. Those inhumane attacks of the terrorist military council, targeted intentionally to the health facilities and health system, are in breach of Geneva Conventions, UN Security Council decisions, and International Humanitarian and Human Rights laws.

၅။ အကြမ်းဖက်စစ်ကောင်စီ၏ အဆိုပါအကြမ်းဖက်လုပ်ရပ်များကို အမျိုးသားညီညွတ်ရေးအစိုးရ၊ ကျန်းမာရေးဝန်ကြီးဌာနက ပြင်းထန်စွာ ရှုတ်ချလိုက်ပြီး နိုင်ငံတကာ အသိုင်းအဝိုင်းအနေဖြင့် ဖြစ်နိုင်သည့် နည်းလမ်းမှန်သမျှဖြင့် ထိရောက်စွာ တားဆီးအရေးယူ ဆောင်ရွက်ကြပါရန် တိုက်တွန်းအပ်ပါသည်။

5. The Ministry of Health, National Unity Government, condemn those extremely inhumane acts of violence by the terrorist military council and we strongly urge the international community to take vigorous and urgent actions in order to immediately halt the military junta’s escalating war crimes and crimes against humanity in Myanmar in the strongest possible terms.

၆။ အမျိုးသားညီညွတ်ရေးအစိုးရ၊ ကျန်းမာရေးဝန်ကြီးဌာနသည် အကြမ်းဖက်စစ်ကောင်စီ၏ လက်ချက်ဖြင့် ကျဆုံးခဲ့ရသော ကျန်းမာရေးလုပ်သားများ၊ အပြစ်မဲ့ပြည်သူများ၏ မိသားစုများ နှင့်ထပ်တူ ကြေကွဲဝမ်းနည်းရပြီး ဝန်ကြီးဌာနအနေဖြင့် အပြစ်မဲ့ကျဆုံးခဲ့ရသူများအတွက် တရားမျှတမှုကို မဖြစ်မနေ ပြန်လည်ရယူပေးမည်ဖြစ်ကြောင်း၊ အကြမ်းဖက်စစ်ကောင်စီနှင့် အတူ အကြမ်းဖက်လုပ်ရပ်များတွင် ပါဝင်ခဲ့သူများအားလုံးကို ပြည်သူ့တရားဥပဒေနှင့်အညီ ပြင်းထန်စွာ တုံ့ပြန်အရေးယူမည်ဖြစ်ကြောင်းနှင့် စစ်အာဏာရှင်စနစ် ကျရှုံးပြီး ဖက်ဒရယ် ဒီမိုကရေစီပြည်ထောင်စုကြီး ပေါ်ပေါက်လာသည်အထိ တိုင်းရင်းသားပြည်သူလူထုတစ်ရပ် လုံးနှင့်လက်တွဲ၍ အစွမ်းကုန် ကြိုးပမ်းတိုက်ပွဲဝင်သွားမည်ဖြစ်ကြောင်း ကတိသစ္စာပြု၊ ထုတ်ပြန် အပ်ပါသည်။

6. The Ministry is deeply saddened and offers our deep condolences to the families of the innocent civilians who have fallen at the hands of the terrorist military council. The Ministry also vows to seek judicial redress for the lives of those innocent members of the public and the healthcare workers. We pledge that the terrorist military council and its lackeys see justice served on them and that the military dictatorship is uprooted and we will, together with the public, strive towards building a Federal Democratic Union.
